Details:

It's undocumented feature of city radius effects that they don't work with
requirements other than city size. One would expect city radius to be updated
at least in every turn change, but in reality it's updated only when city size
changes. So no matter how other kind of requirements get fulfilled, effects
won't get activated until city size changes.

I were adding feature to alien ruleset where having a building would increase
city radius. Said building would make it feasible for city workers to travel
further away from city center to work (and to bring back goods from that
distance).
