Details:
There is definitely something rotten with the governor [at least when asked
to generate max production]. For this particular city, the governor is
showing negative food. I can turn the governor off, change one of the workers
to an entertainer, and then put it right back - instant food surplus. I will
post a savegame after i sort through the pile of them here.
