Follow-up Comment #2, bug #18006 (project freeciv):
I have experienced similar problems with the city governor. It seems it tries
to generate more gold then it is set. Load the enclosed savegame and find the
city of Carthago. Taxmen specialist can be reassigned to science what will
better correspond to the governor settings.
