Follow-up Comment #2, patch #2627 (project freeciv):
Slight problem: this bypasses the 'civilwarsize' setting (minimum size 6), so
you can end up with AI players with 0 cities and trouble like
1: in city_build_free_buildings() [citytools.c::1170]: assertion '((void *)0)
!= pcity' failed.
(I think this can in principle happen already, it's just really unlikely.)
