Details:
Scottish Gaelic nation (as requested on the i18n mailing list)
It is more or less a 'translation' of the (Scots language) Scottish nation
ruleset with a new legend added.
Flag is the Cross of St. Andrew with a Gaelic harp symbol superimposed.
Also a diff patch for 'surrounding' nations.
