Follow-up Comment #1, patch #2865 (project freeciv): Michael Bauer had this input regarding the flag:
"The flag should be the same as the Scottish flag, the St Andrews cross. Tricky if policy is never to use the same flag twice." and "If we have to go for a flag, it would probably be something similar to the Birlinn (war galley) logo of the Western Isles Council (http://www.cne-siar.gov.uk/surveys/westernislesflag.asp) but I'm not good with graphics that way."
