Follow-up Comment #5, bug #18901 (project freeciv):
You could try to:
1) Create dummy api_actions.h by "touch api_actions.h" so there's something
automake can find
2) Build once so that automake notices that tolua_server_gen.c no longer
includes api_actions.h
3) Delete dummy api_actions.h
