Follow-up Comment #3, bug #19608 (project freeciv):
It's the number of build slots, i.e. the number of units of this type this
city *could* build in a turn under ideal conditions.
If you see "X/{2*40}" (and remember what the punctuation means) you can infer
that this city is not living up to its potential, and perhaps with a little
attention get it to "X/[2*40]", meaning that you're getting two units this
turn.
