Details:

Make road connect to use ACTIVITY_GEN_ROAD instead of old ACTIVITY_ROAD and
ACTIVITY_RAILROAD.
Purpose of this patch is to reduce usage of ACTIVITY_ROAD and
ACTIVITY_RAILROAD. I don't know yet how connect orders should work in relation
to generic roads. Should they relate to two road types specified in ruleset,
or should they select their road type by some heuristics? Should there be
connect menu for selecting connect with any road type (but even if there's
menu, keyboard has only two road connect key combos)?
