I still cannot reproduce.
>From the log you sent it looks like you do manage to read all the required
files from data/civ2civ3/, so no fallbacks used, and wrong version from
FREECIV_PATH seems quite unlikely too.
Can you configure your build with --enable-debug ("./autogen.sh --enable-debug
&& make") so the assert might give more information.
