Details:
When the move_cost of a road is lower than the igter_cost, then units with the
flag igter do not try to follow the road when you use goto to move them. Also,
the turns estimated to arrive (showed in the screen) are wrong in this case.
For example, in current ruleset civ2civ3, units have 6 movement points,
railroads cost 1, roads cost 2 and igter costs 2.
Units with igter do not try to follow the railroads when you use goto
movement, and the estimated turns to arrive do not take into account the lower
cost of railroads.
If you manually move the unit following the railroad, they can move 6 tiles as
expected, but the screen indicator shows that your movement will end after 3
tiles.
It is easy to test if you try to move an Explorer or Partisan following a
railroad.
