Follow-up Comment #3, bug #21875 (project freeciv):
Looking at this a bit more, it seems that the invasive bit for S2_5 is the
reliance on non-S2_5 features from patch #3886, so backporting patch #3900 is
probably dangerous (especially as there were followup patches for #3886 fixing
behaviour).
Attached is a patch to address this condition by checking for move costs lower
than MOVE_COST_IGTER, rather than non-zero move costs. It applies over
r24746.
