Follow-up Comment #4, patch #4649 (project freeciv):

List of possible bodyguards or charges (which ever way works better) should be
cached ruleset loading time. However, unit move_rate depends on effects and
veterancy, so it's not really known at ruleset loading time. Well, maybe
ignore move_rate caching time (have all units with suitable nativity and fuel
to cache) and check that one always.
