>From discussion in bug #21892: the AI should probably create cached lists of
certain sorts of units (threatening units, threatening transports, etc.).
Rather than just addressing the issue identified in the prior bug, this
facility should probably be applied for a number of roles throughout the AI,
rather than current set of matching iterations scattered about (another good
candidate would be the loops that call dai_hunter_qualify, and I'm sure there
