Details:
I suggest to allow some way to define an scenario as compatible with more than
one ruleset, and to let the player choose in the start menu the ruleset that
will be loaded.
Right now, it is possible to choose a different ruleset at start, but this
selection is ignored.
In my opinion, it could be implemented in a similar way than the starting
positions, where it is possible to define one nation per starpos, or several
nations sharing the same starpos, or a list of nations that are excluded.
This way, a generic map could be labeled as compatible to be played with civ1,
civ2, civ2civ3 and classic at same time, that share the same terrain
definitions. While it could be labeled as uncompatible to alien ruleset, for
example.
