S2_5 Rev: 26245 GTK2
nations falls to anarchy due to military activity - when period of anarchy is
over, I'm told to choose the new government. This seems not possible, cause
Civilization --> government only offers just --> "Revolution ...", no
government chooser.
Missing government chooser also seen in other cases.
