Seems like a reasonable argument.

OK, how about blocking a city struck from plague from growing that turn (we
already have data for this). This can lead to a small loss of stored food but
is not as huge or variable a penalty as what I previously implemented, yet
gets rid of the behaviour that was annoying me. (And makes more sense
narratively, as plague isn't usually caused by tainted food.)
