Follow-up Comment #3, patch #5564 (project freeciv):
Because S2_5 doesn't have Grassland/Plains transforming to water, this
backport leaves some oddities:
* In Forest, both mining and transforming yields Grassland, but the latter is
more expensive and thus pointless.
* Plains->Forest->Grassland via mining takes 25 turns, Plains->Grassland via
transf(O)rm is pifflingly cheaper at 24 turns (unlikely to make a difference
in practice).
The simplest thing would be to remove the transform possibilities, but that
would break loading savegames with units doing those activities.
Less disruptive would be to change the transform cost to match the mining cost
(so Forest->Grassland by transform reduced to 15, Plains->Grassland increase
to 25). It'll be ugly in the help though (people will wonder why the transform
path exists).
This belongs in a new ticket, but I'm interested in what people think should
be done to resolve this.
