Details:

The experimental ruleset enables random traits.

However, as noted in patch #5028 (comment 4
<http://gna.org/patch/?5028#comment4>), the 'variant2' add-on ruleset uses
different ranges, which have actually been play-tested. It's not known whether
the current experimental ranges yield credible AI behaviour.

Unless there's a good reason to the contrary, I'd be inclined to take the
ranges from 'variant2'.

Questions to be answered first:
* What should the 'default' values be? 50 (matching other rulesets), or
midpoint of these ranges (meaning experimental-ruleset AI behaviour will never
match other rulesets)?
* The variant2 aggressive range (55-125) doesn't include what's supposed to be
a sensible default behaviour of 50 (as of bug #20576). Is that right? What's a
sensible 'default' value?
