Follow-up Comment #1, bug #24053 (project freeciv):
I discover that we support loading scenarios from a version-specific directory
like ~/.freeciv/2.5/scenarios, because civ2civ3_earth puts its stuff there.
So we could just move the modpack.freeciv.org version to 2.5/ to solve the
problem, I think.
(Doesn't help anyone who's installed it already, but there's not much we can
do about that given our current state of modpack management.)
