Not necessarily that, but once you get all the bonuses (also Supermarket)
combined, the food production gets to, umh... very different values from what
the game is designed for. (-> other things should be adjusted too) Integer
math played a role there too, if I remember correctly. So the "+1" caused some
other bonuses to round up in a way that the net effect was often "+2" (well,
it does that in current farmland+supermarket model, why it's important to
build farmlands in a optimal order, taking +2 benefit to use first and +1
yielding tiles only aftet that)
Note that increased food production does not only contribute to the growth
speed of the cities, but also to their max size (how many citizens a city can
feed when it's using all the tiles). Combine this with rapture growth to make
cities to grow immediately rather than the normal way, and you end up with new
kind (seen in no game before) of super-cities in a couple of turns.
