Follow-up Comment #2, bug #24724 (project freeciv):
The three remaining Romanian cities have Ozite names. The Ozites are still
alive, but have no Leader (which also shouldn't happen). The spurious extra
Romanian Leader unit has Ozite nationality. Clearly the Ozite leader got
transferred somehow.
Didn't see any obvious clues as to how in the event cache. It would be helpful
if dunnoob knows what the history is or has old savegames.
2.5.0 had bugs with gameloss_style (bug #23676) and other unit transfers (bug
#23758, bug #23691).
