So I found this old forum post which seems to specify the actual correct
behavior (You can search for the following quote):
-Firstly food: In Colonization, corn equals fish. So when growing horses, the
fish are counted as normal food, and will cause horses to be bred, it seems
like FreeCol only counts the food, not the fish. (I recall a game with the
spanish on the caribean islands growing horses like crazy with fish only.).
I don't know this person and this was two years ago. do you consider this a
reliable source? I have no way of playing the actual Colonizationso I have to
go by secondary sources. Let me know if we should drop this fix.
