This problem is not new. You may assume that the correct codepage is loaded, ok (Microsoft itself does that).
However notice what could happen if for some reason, you had
SET LANG=RU
but DISPLAY for some reason failed, thus current codepage were 437.
If the language were Spanish, or probably also French or German, not using 850 but 437 may be somewhat aceptable (just the capital diacritics ÁÂ...) will not be displayed correcly, and one may try to avoid these characters (I tried in FreeCOM as much as I could).
If the language is RU, running the help catalog in Russian under CP437 may render the messages completely unreadable...


Alongside all the more usual messages, that catalogue
can contain a message for each of the character
entities you would expect to use in the language. So
when help comes across a character entity, it looks up
how to display it in the catalogue.

You mean using the catalog for the conversion? It could be a bit slow to read the file too often...
