I was jogging my memory a bit, and there was a specially NLM that needed to be loaded on NW3.12 and NW 4.0 at least to get "long filename support". But there was also the issue of permissions, which was far more granular (and logical) than it is even today in the Windows world. All the info on that stuff is on my NW 3.12 server, which is currently in my storage... :(
