There is no list of projects with or without maintainers.

But, out of the hundreds of packages that are included with the FreeDOS Release 
only a handful are being actively maintained.

While most packages get translation updates on occasion, the majority do not 
get code updates. 

It should not be too difficult to find a project to work on in the FreeDOS 
GitLab Archive. However, you would definitely want to check upstream of that 
repository. It would be bettter to contribute to any active project directly.

There are also a number of projects that never or no longer have any upstream 
repository.
