I second this but only partially: Packages that don't really need to be
"maintained", like DOS utilities that haven't seen any code updates in 35
years and have proven themselves highly stable and reliable should be left
alone. "If it ain't broke" sort of mentality. We should instead, for those,
have some sort of community contact to help with triaging bug reports and
maybe technical support requests. Not a full maintainer, mind you, as
they'd be responsible for an entire class of unmaintained packages.
Possibly a small team thereof. Any package that falls into this category,
however, needs to have a solid track record for reliability so that the
incoming bug reports will be few, if any at all.

Things that are network-connected, or are more subjected to bitrot over
time like ports of GNU utilities, drop 'em like it's hot, or push them to a
secondary distribution ("Extras CD".)
