This is not stupid. He intends to be the sole creator of programs that
*create* RAR files. This is his good right, and not "stupid".

RAR was created as shareware, back in the good old times. And I hope he
made (and makes) a living by his software.

You may not understand or like non-open software. But there are good reasons
for it's existence. None of them are "stupid".
