Okay. It is a replacement for 7zDec. 

One more thing… Could you explain the licensing section. It says:

7-Zip is copyright Igor Pavlov and released into the public domain.
Retro7zip is a derived work, copyright Darik Horn, that is similarly released 
into the public domain.
Some builds of 7-Zip and/or Retro7zip may contain non-free components that are 
subject to additional constraints and restrictions. Review the DOC/License.txt 
file in the source tree for specific details.

While most of the Licensing looks fine, the part that talks about restrictions 
to UnRAR are concerning. 

Does this apply to the DOS Build?

Are there restricted, non-open source or non-public domain source files 
included in the package?
