I have looked into the issue. There is a bug in new FDVCS when applying NLS updates to packages.
RBE3 automatically performs that update using FDVCS after fetching the packages from GitLab. The possibility of obscure bugs in the new FDVCS is the reason I did not want to start using it until after 1.4 was released. I will look at fixing that bug now. Afterwards, I will make a fresh Interim Build.
