The problem still exists with kernel 2036. I will file a report
in bugzilla. The only thing I am afraid of that this bug already
might have been reported in a different context. I don't think

It definitely is a bug in MS-DOS.
I can fully access the CD in Linux, Windows XP, FreeDOS and DR-DOS.
Also I can fully access the CD in MS-DOS when I use SHSUCDX rather
than MSCDEX.
When I use NWCDEX (of DR-DOS) in MS-DOS I can access the files of 
the root directory, but when I change into a subdirectory, it is empty.
With use MSCDEX I can see the root directory but I can neither access
a file nor change into a subdirectory.

Since I currently have no access to a PC with Win9x I cannot check 
whether this problem has been fixed in later versions.
