UnRAR is always a part of the complete rar packages, and it's free (check license in the package). You may simply visit http://www.rarlabs.com/download.htm and download "RAR 3.70 for MS DOS", install/unpack the trial, copy unrar.exe to a different folder and delete the rest. You can find this version listed in the section "English WinRAR and RAR release" on the download page.
