There are some ideas about how they can be useful in conjunction with IPA but they are a much lower level priority than letting IPA v2 out of the door.

Penrose will be very handy in some use cases but we just do not have resources to invest into this project at the moment. Velo is user provisioning. The demand for it in conjunction with IPA is yet another thing that we would to address in couple years when this demand actually materializes.
