Since we have a series of steps we have to go through to complete a release each time, it might make sense to put up a page on the Developer section of the Wiki, that lists those steps. Then, when a release is pending, we could set up a Release Checklist page, where the progress through the checklist would be tracked. If we also marked each item with who is responsible, it would be easy to see where we are, what needs to be done next, and who needs to do it.

Might be too late to help on this release, but might be good for 0.9.0 and later.
