Speaking about the responsible person I mean somebody who is (1) allowed 
and (2) willing to do or coordinate the job. Because bug tracker is 
relevant for all, it assumes that there is an agreement between the 
person and the rest of the team about it.

So if I am allowed to take care of the bug tracker (as I have proposed), 
my best option is to find good people who could do it or help me with it.
