The difference is that in early development you use a device number in
the "LOCAL/EXPERIMENTAL" range, rather than having a permanently
assigned number.  Clashes with other experimental projects is fairly
likely.  Might as well chose an unused one automatically until plex86
gets its own allocated number, IMO.
