Wow that's strange.  I remember simply doing a ./configure, make, make install.
I do not remember manually moving the init file at all, but that could mearly be
senility on my part.  It appears that the /etc/init.d/radiusd file that I ended
up with is a copy of  freeradius-0.2/redhat/rc.radiusd-redhat which appears to
contain the error mentioned.
