  So the NAS is screwed up.  It shouldn't be sending Accounting-On
packets so often.

  The radius server only reports information sent to it in accounting
records.  If the NAS is saying it's rebooted, then RADIUS assumes that
the users are logged off, and wipes the accounting records.

  So run the server in debugging mode to see what's going on.

  Your NAS sounds like it's screwed up.  There isn't much you can do
to the radius server to fix the NAS.
