  Oh well.

  The problem is *not* with FreeRADIUS itself.  The problem is with
libtool.  We didn't write libtool, the GNU people did.  Our experience
has been that libtool works best with GCC, and is *very* picky about
the compiler it uses.

  If you can get libtool to work on AIX somehow, then FreeRADIUS
should build and run without any problems.
