The first line only has one space in it and is accpted even if only one server is specified. The second line has 2 spaces and Cisco needs to have the complete line to create the route. In an users file you would have to double quote the value like Cisco-AVPair += "ip:route=12.34.56.78 255.255.255.252 12.34.12.34" but I don't know if this is required using a database.
