It's been several years since I worked with BillMax.  At that time BillMax
was providing their service on their own machine, and uploading updated
password files to our customer's server with a cron job which I then
massaged into a form that worked with freeradius.  I was supposed to
integrate BillMax with another customer's systems early this year, but my
customer decided BillMax was too expensive for him.

I think time BillMax uses a MySQL database for their processing so it
shouldn't be difficult to either process from the standard freeradius mysql
data or to tweak the freeradius sql.conf file to update the BillMax
directly.

One issue you need to handle is the customer who's connection is nailed up
so there aren't many accounting records for them.  I've handled this with
procedures run at the end of accounting periods that generate accounting
stop and new start records for all open connections.
