The MySQL server doesn't have to be on the same server as freeradius
although there are potential problems if the host running the MySQL server
isn't available. If you want to update the BillMax system in real time,
you will have to modify the sql.conf file to update the BillMax tables
directly. It may well be easier to let freeradius do its normal logging,
the either parse the ascii log files, or the SQL database maintained by
freeradius.

I recently wrote a perl script that parses freeradius radacct detail files
to update a MySQL database. It still needs some work to combine detail
files from multiple freeradius servers when the NAS boxes have to fall back
to a secondary freeradius server. I think the best way to handle this will
be to parse the logs into a holding MySQL table which can then be sorted
and processed to maintain the main database as though all the transactions
come from a single server.

Cutting the space budget really restores my faith in humanity. It
eliminates dreams, goals, and ideals and lets us get straight to the
business of hate, debauchery, and self-annihilation.
