Run tcpdump on the network. I'd bet that the packets are going to a different IP and/or port.
I'm doing that, matching packets to & from udp/1812.
If the packets aren't seen in the debug log or in the detail files, then the server isn't receiving them.
That's what I would be inclined to believe ordinarily, but the NASes' logs say otherwise :-/
