mind the word 'users'. Your users may be either in sql or ldap, but your accounting is *always* stored in sql so dialupadmin can't work without sql support. dialupadmin will *not* work if you choose to store your accounting elsewhere (detail files,radutmp,radwtmp).
I consider that a feature not a bug so fixing it is rather low in priority. You can still use a few pages which don't depend on the sql database like the 'user edit','new user','find user' pages.
