The only way PEAP will work with LDAP if you have the NT/LM hashes or plain-text passwords stored in the LDAP database. For example if you used Samba LDAP backend you would likely have NT/LM hashes. If you don't have NT/LM hashes or plain-text passwords you will need to use EAP-TTLS with PAP for inner tunnel authentication. I have a write-up on how to set up FreeRADIUS with OpenLDAP at
