OK... you've looked at the server in debugging mode when it's not receiving packets. You've looked at the firewall. You've looked at the debug output of radclient when the server isn't running. It looks like you're doing everything *but* running all of the tests at the same time. The server has to be *running* for it to respond to packets. Make sure that's happening.
