* Improved termination condition for movers (a)
* clipping nsRects now clips at priority line+1 (b)
(a) fixes the PQ2 waiter bug, and perhaps some others (KQ1?) as well.
(b) fixes a bug immediately following the waiter bug and is backed up by
observations on SQ3's control map (does anyone know an easy way to inspect
the PQ2 control map?)
