Yes.
3 - How far completed is the high level radio design?
It's pretty early. You could prototype it with a Linux laptop, a USRP, the appropriate USRP daughter boards, filters (both receiver and transmitter) and a power amplifier. The filters are the main not-off-the-shelf component of a prototype.
4 - What price point are you aiming for?
$600 for the Amateur mobile unit, $1000 for the non-Amateur mobile unit. But I don't yet have a BOM to justify this.
