600 bits is 100 base64 chars or about 94 ascii85 chars (5 chars/32 bits).
But 600 bits is only 0.4 seconds at 1500 b/s.

I don't know the optimal utf-16 packing of binary data, or whether there
are restrictions on mixing scripts, but one /might/ get as far as 14 or
15 bits of binary data per utf16 char.  At 1400 b/s 140×15 bits is 1.5 sec.
