The TNC does its own framing using HDLC. KISS is just for the data link. The KISS FSTART character is not sent over the air because that would be redundant. The FSTART character, however, is sent to the computer before the beginning of the buffered frame data. The HDLC frame start is not sent to KISS, but it's there on the air.
